Is new traffic fines worth

Rules are good but implication is bad

1. Passing documents from RTO is not easy like RC and other documents

2. Roads are bad condition

3. People can have emergency

4. Country don't have good roads.

5. People don't earn that much how can u force them to buy helmet for local city driving for back seat for scooty?


What govt can do was implement in phases and give free helmets, insurance etc. then people can understand this.
